Hi,

We need to access oracle tables from a Cobol batch program(not CICS). Is it possible to do so?

Yes it is.

For details, read the chapter "Developing Oracle Applications to Run on z/OS" in the "Oracle Database User's Guide for IBM z/OS (OS/390)".
