I have a report with many User Parameters.
I want if user don’t select a User Parameter all records against that parameter will display.
i.e.
Department parameter. (Selected Sales Department)
Date Parameter. (dont want to select. Want all Dates)

Make the parameters optional and in the query you do a nvl:
SELECT columns
  FROM some_table
 WHERE department = NVL(:parameter_departmenr, department)
This way, the parameter will be replaced by the value of the column itself (hence, all values will be selected) whenever it's NULL.

Is this what you wanted?
