I NEED TO KNOW THAT WHEN ALL ENTRIES DELETED FROM THE BLOCK THEN WHY THAT BLOCK GOES BACK TO THE FREE LIST, WHERE ACCORDING TO THE RULE OF HIGH WATER MARK IT ONLY BACK DOWN IN THE CASE OF DROP OR TRUNCATE?

Whenever the contents of the block falls below PCTUSED that particular block will go to FREE LIST.
Or else if you truncate the table then the High Water mark will reset.
If you drop the table your table segment itself will not be there so no question of Blocks going to Free List.
