Does anyone know if I need a Oracle Advanced Security license to use DBMS_OBFUSCATION_TOOLKIT package for encrypting some of data.

No. We use it to encrypt/decrypt credit card numbers with an off-the-shelf package and I didn't install Advanced Security. You have to install the package manually in 8.1.6 (ORACLE_HOME/rdbms/admin/dbmsobtk.sql). It is installed in 8.1.7 from catproc.sql.
