How do i(dba) grant a user the privileges to create packages.
I tried..
GRANT CREATE PACKAGE TO dbuser;
Didn't work.
I'm not a Database specilist, so am not aware of the syntaxes, and given the time constraints i dont have to time to learn. so please help.
I'm more of a java programmer..trying to get some work on database side by creating user and giving some privilegs.

Try
GRANT CREATE ANY PACKAGE
or
GRANT CREATE ANY PROCEDURE
