I got the same problem as yours.
But it's solved after working on it for hours.
Now it works well on my Windows 98 SE.

The real reason is that the Personal Oracle was not installed successfully on your machine.Even if the universal installer told you that it's successful.

Not only orawwg8.dll but also many other files are missed.If you check the Oradata directory under your oracle home directory,you will find it's empty too.There should be many big database files there.
How stupid universal installer is.

I think this problem may caused by your previous installation of other oracle products.For me,it's Enterprise Manager.
It's easy to solve this problem.Just uninstall and delete all the oraginal oracle product ,get a clean environment,then reinstall it.And don't forget to use regedit to delete all the oracle registered items.

1.Use universal installer to deinstall all the products
2.delete oracle home directory.
3.use regedit to delete system register table items.
1) Start the registry at the MS-DOS command prompt:
C:> REGEDIT
2) Go to HKEY_LOCAL_MACHINESOFTWAREORACLE.
3) Delete the ORACLE key.
4) Delete any Oracle key under HKEY_LOCAL_MACHINESOFTWAREODBC.
5)Close the registry.

4.restart windows
5.reinstall personal oracle.
