What version of Oracle you using?
what is the OS?
Is it a new database or an old one?

what error is coming when you are giving the "/as sysdba".

Make sure that the OS User belongs to ORA_DBA group.

If it is not a member make it as a member of ORA_DBA group and try "/as sysdba".

In the run type sqlplusw "/as sysdba"
