Can someone shud somelight on using the outer joint with (+) on both sides of the "where caluse".

Syntactically in 8i, you cannot put the outer join indicator on both "sides" of the WHERE clause:
SQL> SELECT e.ename
  2  ,      d.dname
  3  FROM   emp      e
  4  ,      dept     d
  5  WHERE  e.deptno (+) = d.deptno (+)
  6  /
WHERE  e.deptno (+) = d.deptno (+)
                    *
ERROR at line 5:
ORA-01468: a predicate may reference only one outer-joined table
