It seems Developer has not been installed in same ORACLE_HOME as Designer products.

So either:
Add the string value FORMS60 to the following registry key:

HKEY_LOCAL_MACHINESOFTWAREORACLE

It should point to:

<Oracle Home>FORMS60

where <Oracle Home> is the directory in which Designer and Forms Developer are installed

OR

Install Developer in same ORACLE_HOME as Designer products
