I have application server suite(9.0.4) which is haveing Infrastructure 10g and Business Intelligence 10g.

I have installed them, but I don not have Oracle Developer suite 10g (9.0.4) which includes Oracle Discoverer Administrator.

Now I found that to create an EUL I need to use Discoverer Administrator, but I do not have that CD Pack.

so, can I work in Discoverer Plus and Viewer without Administrator ?

Can I create an EUL without using Oracle Discoverer Administrator ?
