You have to create a temp. Table.
Insert one column as dummy column.
try to get the number of rows, does your value to repeat. ie no of times the loop has to be executed. for ex - US, Fr.
Create a query in the datamodel, so that, it will return the number of rows say 5.
Draw a repeating frame around your layout and make the source of the group as the query you have written in the datamodel.
This will rotate and generate as many number of times and create it into a single PDF. I think, there is no need of finding any PDF - Merging tool. My Advice is not to depend on the tool
