How can I create a module component from an existing table in Designer9i? I can create a table in designer (and module creation is fine), but can't find any functions to bring in another table from another db to create a module component.

I can be mistaken but I though that the table must exist in Designer. Create the table definition first.

Yes, or you could reengineer the tables into Designer. There is a tool somewhere in the menus.
