We have tried to install oracle 9i a number of times. Each time, the first error we received was the following below. We are using Windows 2000 Professional. Have had significant trouble .... :(

This error is received while installing oracle 9i ...
ERROR: The specified key was not found while trying to GetValue

... at 15 % Installing Oracle For Microsoft Transaction Services 9.2.0.1.0

Try this:
1.Exit the installer
2.Delete the registry key HKEY_LOCAL_MACHINE/SOFTWARE/ORACLE
3.Reboot the computer
4.Start the installer again.
