Is it possible to create a pl/sql web application
without the Oracle Application Server and/or Portal?

Yes.
The mod_plsql module for apache is what handles the PL/SQL requests from the
client. Install that along with the oracle client and it should work. Never
done it, just read about it enough times...
Try here for some info. You may want to look through metalink as well. Hope

Yes, you can Install oracle 8.1.7 Enterprise Edition.
