Dropping this user takes a long time. Did you let it run for more than 30 minutes. Did you monitor log file switches to make sure it was running and not just hung. Here's two things...
1. Did you stop the ctx server first using unix command like CTXCTL STOP. If not, the server might have locks you are waiting on.
2. Attempting to drop user CTXSYS generates a lot of redo. That takes a long time (30 minutes.) And if using archivelog mode you should check your alter.log files to see if redo log switches are hanging while archiver busy.
