I have the same problems as you with the rac installation. I have a Linux Red hat 7.3 and a Oracle 9.2.0.1 RAC with the patche Oracle 9.2.0.2. I don’t use the module watchdog because I read this module have many problems.

The cluster configuration assistant never show. I also tried to manually run clustca but not run.

I execute the command clustca -nodeinfo node1,node2 and the error is "PRKC-1004 : Problem in copying file to nodes" but the commands "rcp" and "rsh" are activated. If execute lsnodes -v the message is the next: "error while loading shared libraries: libcmdll.so: cannot open shared object file"

Can you help me?

Make sure u have the filesystem permissions for the oratab file.
if the permissions are ok,
then pls post your oratab file
and also check the env settings in your profile
