Hi,
Does Oracle Enterprise Manager tool exist in oracle9i?? If not then what is the alternate for it? And in Oracle9i I dont fine svrmgrl in bin folder. Without svrmgrl how to connect to an ideal listener??

yes.
svrmgrl is deprecated from 9i.
use
in solaris use
sqlplus "sys/password@service as sysdba"
you can use almost all svrmgrl commands in sql*plus itself.
and OEM is existing with 9i.
