it seems simple problem,Icoudnt connect  to startup DB(connect / as sysdba) on Winxp,following error message appears:TNS 12540 internal limit restriction exceeded. Can anyone tell me whats wrong and what should I do to solve it.

Thanks Mahesh for your reply.I tried it, but didn't work,and there is also another problem,anyone can tell me what's difference when I use service to startup DB on winxp and use commands to startup the DB(sqlplus,connect / as sysdba)?
Your reply would be appreciated.

I had the same problem when installing Oracle 9i on Windows XP.
My experience was that hostname was not resolved to expected IP-Adress (192.168.0.1) but to ppp-Adapter's address (XP-Problem?).
Deactivating ppp-Adapter helped - try "ping <yourhostname>" afterwards then connect to DB.
