After stopping & starting the listener, the status shows the listener up but users trying to access the database get ORA-12154 No listener errors until the oracle instance is stopped and restarted; I think something is not configured correctly but don't know what or how to resolve. Any suggestions?

what is the os?
is there a firewall involved?

O/S = AIX 4.3.3; no firewall
