I had the same problem and what I found is that the registry entry

HKEY_LOCAL_MACHINE/software/oracle/home0/USE_SHARED_SOCKET = TRUE

worked for oracle 8.1.6, but for 8.1.7 I had to use

HKEY_LOCAL_MACHINE/software/oracle/USE_SHARED_SOCKET = TRUE
