Try setting active_instance_count = 1 in the initialization parameter file(init.ora) and then retry.Please note that both the instances should use same init.ora file and ur listener must be started first before you startup the database.
By the way, have you explored with Transparent Application Failover.Even I am struggling to configure TAF , although Connect Time Failover works fine.
