Hi,
I've reinstalled oracle express serveral times, and everything works fine at the beginning.
But after a few days, I'm not longer able to connect because of a tns:listener error, which is because of OracleServiceXE not running.
When trying to run the OracleServiceXE, we get the error in the title.
More details about the error are
Error 1297: A privilege that the service requires to function properly does not exist in the service account configuration.
I searched the web and did some registry changes, but it hasn't fixed the problem. It keeps recurring.
If I reinstall XE, it works fine for a while.

Resolved. I don't know if it's resolved permanently, but this worked:
Go right back into the OracleServiceXE Properties, in the services.msc app.
The tabs are
General/Log On/Recovery/Dependencies
Select the
Log On
tab.
There are two radio button items:
Local System account,
and
This account.
If
This account
is selected, then select
Local System account.
Under
Local System account, there's a checkbox labeled
Allow service to interact with desktop.
check it.
Click Ok, then try to restart the service.
