As far as I know, OTN Apex forum is the place for such a discussions. There are others as well (e.g. right here or Stack Overflow), but I'd say that OTN is the best one. Why? Because Apex developers (I mean, people who actually created Apex) participate those discussions as well, an that attracts other people because you can get an answer from someone who really really knows what they are saying.
