it configured and runs fine.

I want to let any user acceess my application online...
so any user from any place with internet connection can run the application
my application url like this:

10.0.0.4/forms/frmservlet?config=el2&clientdpi=120

So it's possilbe to do this and how?

Welcome to the forum. Please read the OraFAQ Forum Guide and How to use code tags and make your code easier to read

Now that the moderator bit is done, I'll try to answer. But your question is hard to understand.

What do you mean by "I have build a system using oracle 10g" ? Do you mean Application Server 10g, database 10g, or something else?

Then this, "10.0.0.4/forms/frmservlet?config=el2&clientdpi=120" Is that meant to be a URL?

As for IP addresses, you say "cloud server using (microsoft azure) with a puplic IP" but 10.0.0.4 is certainly not a public IP accessible by "any user from any place with internet connection".

My system is bulid using oracle forms 10g and the user run the system by type this url in the internet explorer :
http://10.0.0.4/forms/frmservlet?config=el2&clientdpi=120

And your right the 10.0.0.4 is server ip and is not accessible outside our local network so this is my question how can i make my server accessible online

I cannot advise on this because I don't use Azure. I do use AWS and OCI, and I am certain the Azure has similar capabilities: you will need to configure a load balancer to accept incoming calls from the internet and route them through to your application server. This will be simple, standard Azure functionality.
