I can see no reason for requiring the 10.2 clusterware. The current release of Grid Infrastructure (18.4, though if you are a criminal without a support contract you have access only to 18.3) can support a 10.2 database no problem.

I am an IT engineer and I am a democracy supporter who the ruling regime perhaps considers a criminal. Actually I work for a public sector bank that uses software, such as Oracle 10gR2, without license. If there is a problem with the systems running this software, they can sentence me. As far as I know, none of banks on the world had used free-license for Oracle Database production.
