hello,
i downloaded the v11g xe for testing purposes, however it will not log in to the new database upon loading the "start database", it brings up the small black screen and simply says C:\Windows\system32>
i am running windows 10 and downloaded the 64 bit version,
so please tell me how to launch the database on the initial msdos command screen.

Well, that was very nice of the guy on your course. Did he also tell you to install SQL Developer? You have to develop your problem solving skills, man! You said you wanted to run Sql Dev. SQL Dev is not installed on your PC. Now, what might the appropriate action be?

I think I understand. You have missed a fundamental point: Oracle is a client-server database. You need both an Oracle server (in your case, database XE edition) and an Oracle client (in your case, SQL Developer). One is useless without the other. If you google "client-server architecture" or similar you can do some some pre-requisite studying.

The command-line tool supplied with Oracle versions that you can use to interact with the database is called SQL*Plus. You will find the file "sqlplus.exe" in the %ORACLE_HOME%\bin directory but the installer would have added it to your PATH. You could do worse than start here.

So what background/training/experience DO you have? Any educational process, whether it be in a university classroom, an online course, or even asking for help on a forum such as this (and OTN, where you are also working this same issue, with a lot of the same participants) assumes a certain level of knowledge. It appears that people on this forum (and OTN) have assumed too much on your part, so perhaps you should reset our expectations by explaining your background and training, and why you think that is sufficient to prepare you for DBA level work. I will say that DBA is not an entry level position.
