Are the cluster services actually running? Set your environment to the GI home, and what do you get when you run
crsctl stat res -t -init
crsctl stat res -t

I'm not sure, how to check it?

I'm not sure how to put this. I'll try.
Managing a GI environment can be a challenging task, and you need certain skills to do it successfully. You may need to invest in some learning, or hire a consultant to manage it for you.
