The Oracle database can only write to a file system that "local" to the database server. Period. End of statement!

Pl read this link. It says:

Quote:
If you are archiving to a standby database, use the SERVICE keyword to specify a valid net service name from the tnsnames.ora file. For example, enter:
LOG_ARCHIVE_DEST_4 = 'SERVICE = standby1'

Using service= is attempting to write to a remote database, not to a remote file system.

You can mount a remote directory on the database server but, of course, you have to be aware of the performances impacts doing so.
