I have an interactive report, that is displaying 15 in the Rows drop down box, even though there are 39 rows in the output. I would like this to default to 50 rows, but can not find a way to do this.
Please advise

It should be noted, I have already tried changing the report drop down to 50, and saving as the default report, it does not save for some reason

I believe it does, but not in current session. Do it again (i.e. in Actions menu, set number of rows to 50; save the default report). Then log off, close web browser you use to develop the application. Start it once again, log on, run the IR. Any improvement?

I did this, and logged out and closed browser and came back in. It comes up default as 50 in the drop down, as soon as I filter on a user (that has 35 records), it goes to 15 again.

Hm. Sounds like a bug.

Did you try to set number of rows in reports' attributes (i.e. that can be set during design)? I think there's such a property (but I can't remember whether it makes sense for a classic or an interactive report, and I can't check it right now).

Interactive reports do not have this attribute.

How about this: create a (hidden) item on a page, say P1_MAX_ROWS and set it to 50. On the attributes page, set that item to be source for the "Maximum rows per page" property:
&P1_MAX_ROWS.
(literally like that: ampersand followed by item name followed by dot).
