oracle:11.2.0.3 rac
SQL> show parameter memory;

when was last time it worked without error?
What changed since then?

What exactly was done that resulted in the error?

Please read OraFAQ Forum Guide and How to use [code] tags and make your code easier to read.
Align the columns in result.
Also always post your Oracle version, with 4 decimals, as solution depends on it.

Remember pga target is just that, a target. The database can and will ignore that. At least with manual management. I don't use auto management for anything important.

finally,i reconfigure the pga and sga ,and disabled the AMM ,then,oracle goes well,thanks for all.
