I've just been reading this,

https://community.oracle.com/ideas/13028

it states that assertions are part of the SQL92 standard and may be implemented by Oracle in future. Is anyone familiar with their use in some other product? The only equivalent I can think of in Oracle (apar from horribly complicated and badly performing and unreliable trigger based solutions) is the Oracle Rules Engine, which is no longer supported.

Which I showed here sometime ago does not work in multi-user environment.
There is also RuleGen, see this topic (that you ended Smile ).
