Hi all,

What does the message "Listener response to a TNS ping is ...secs" mean? What action should be taken?..

It means you executed a tnsping and the listener responsed in ...secs.
There is nothing to do.
It is an information.

The listener response was 61,234 msec.Based on this response, could you tell me is there any problem with network side ?

When i give tnsping SID , it is taking quite sometime to ping the database. (say 5 mins)
Moreover I am able to ping server without any issue.

By default CREATE SESSION is audited in your version, so query DBA_AUDIT_SESSION and count grouping by each second.

I have not used TNSPING command during alert time.Then how the alert has come ?

You have to realize we know ONLY what you tell us and you don't tell us anything useful.
