You could check if the listener process is running.

~ $ ps -eaf |grep lsnr

If yes, is there some sort of firewall active?

The second thing to check:

Ist there anything in /u01/app/oracle/diag/tnslsnr/linux-0nrm/listener/alert/log.xml that points to an error?

when was last time listener worked without error?
what changed since then?

neither sqlnet.ora nor listener.ora files are required to start or use Oracle listener.

so rename these files out of the way to different names; like sqlnet.ora.sav & listener.ora.sav
then do as below

lsnrctl start
lsnrctl status

COPY the results from above then PASTE all back here

Renamed listner.ora to listner.sav and sqlnet.ora file doesn't exist/

This line in your log

suggests that you have Grid Infrastructure installed, which complicates the situation. Are you certain that you are attempting to run this listener from the correct home? Better check what is registered in he OLR, and how:
crsctl status resource -t
crsctl status resource -p

Output of the below mentioned commands:
crsctl status resource -t
crsctl status resource -p

oracle@linux-0nrm:/u01/app/oracle/product/11.2.0/dbhome_1> crsctl status resource -t
If 'crsctl' is not a typo you can use command-not-found to lookup the package that contains it, like this:
cnf crsctl
oracle@linux-0nrm:/u01/app/oracle/product/11.2.0/dbhome_1> cnf crsctl
crsctl: command not found

srvctl status listener
srvctl config listener

oracle@linux-0nrm:/u01/app/oracle/product/11.2.0/dbhome_1> srvctl status listener

You're going to have to find where Oracle was installed and use that directory structure for your search.

I checked the oratab file and found following entry for oracle home
newdb:/u01/app/oracle/product/11.2.0/dbhome_1:N

Just wanted to clarify whether the entry of portlist.ini is fine
PATH : /u01/app/oracle/product/11.2.0/dbhome_1/install/portlist.ini

Enterprise Manager Console HTTP Port (newdb) = 1158
Enterprise Manager Agent Port (newdb) = 3938

Following is the section of oracle installation log file

So according to this oracle home directory is /u01/app/oracle/product/11.2.0/dbhome_1 however crsctl file doesn't exist in any folder,please let me know if i can download/install the file seperately?

Interesting observation

how & why is V11 software trying to use V10 utility?

was any V10 Oracle software ever installed on this system?

Currently I am using dual boot with windows xp and opensuse installed on my PC, I had installed oracle 10g on windows, later with oracle 11g available, i considered installing oracle 11g on open suse on which i am facing this issue.
Will uninstalling Oracle 10g from windows work? and If so how would that work?
Please suggest.

Other than reformatting the disk & starting from scratch with a clean disk, I am out of ideas on how you should proceed.

I uninstalled oracle 10g from windows still, I am facing the same issue, formatting the hard disk is my last option. I am looking forward for any other suggestions(if any) before formatting my hard disk.

I (and others) are deeply suspicious about what may have been installed on and improperly removed from your Linux machine. To re-install Linux will take you less than an hour. Just do it. You might want to download and install OEL rather than SUSE, OEL comes configured suitably for a database installation by default. If you want to use database release 11.2.x, better install OEL 5.8. If you want database 12.1, try OEL 6.4.

stop Listener by lsnrctl stop
open Netmgr and re-create a Listener and Make sure you register this with your database
save this configuration and then check the issue,

Hopefully it will be resolved

All the installation guides are linked from the readme.html in the download:

Installing and Upgrading

You should at least read and follow the Oracle® Database Quick Installation Guide 11g Release 2 (11.2) for Linux x86. (If you don't want to use anything that is mentioned in the "Tasks Not Described in This Guide" paragraph, in which case you have to read the full install guide)

listener can start & run WITHOUT listener.ora file existing.
listener can start & run WITHOUT any database existing.

what results when you do as below?

lsnrctl start
lsnrctl status
