I need to change the waiting/loading image when page submit happens.

Have a look at Martin Giffy D'Souza's Customize Wait Display article, Mark Lancaster's How to create a Loading Indicator or do some more googling for "oracle apex progress bar".

Be sure to consider when you want the loading indicator to show. If your submit takes long, then you'll want to show the busy image before submit, and when the response page gets rendered, it'll naturally remove the busy indicator. It your response page rendering is what's taking long, that's were you'll display the busy image, and then remove (hide) it once the page is loaded.
