I was just going through the link below:

On this page there are 2 costs, I don't understand the difference between them

As far as I know Oracle Enterprise Edition cost is around 47K USD, but what is for 190$ then (mentioned on the same link), any idea?

Look up processor licensing and named user licensing. It is all there.
