which Edition of Windows is installed on this system?

when was the last time that the listener successfully started?
What changed since then?

>32-bit Windows Error: 1001: Unknown error
OS/networking mis-configuration

Both OS Services for database & listener must have been started & still running.
Is this true on your system?

How the fact above help, change, or impact what occurs now?
Things changed & now you have a different reality.

Does OS listener service exist?
What happens when you try to start it now?
