I have created a forms in Apex with a base table .

However unlike forms in 10 G , it is not creating insert , update , delete in Apex .

create button is not displaying , when I run the application .

I'm somewhat amazed by the fact that you aren't capable of creating anything that works, not even the simplest program units.

Honestly, I can't imagine what you might have done wrong. All you have to do is
  • read and follow documentation (in this topic you said that you are "reading"; I wonder what you read. Comics?
  • follow Wizard, step by step
It is close to impossible to fail in that process. Seriously, you should consider changing your current job because you're on a road to nowhere.

what do you mean by

Are you talking about the buttons? or these functions are not working?

First of all, do you see these buttons on the page?
