Hi,
i need to get experience like when customer says about their project and number of users.. then i should say the db requirement for hardware and io.. i couln't get info on net how i am expecting...

Have you read any of the relevant Oracle docs? Such as this -

It isn't easy. You need a lot of experience.

It depends on your organization.
Sometimes yes, sometimes no.
What is sure in DBA responsability is to raise an alert when the actual used space exceeds what the capacity planning expected.
