It's awful, isn't it? So one can use this page instead,
http://www.oracle.com/technetwork/indexes/documentation
which is OK but it is slower and if you don't have it bookmarked (ie, you are at a client site) it's more to remember and type.
I think the problem is that the people who administer systems are expected to upgrade them from time to time. And if it is to be an upgrade, it has to be different.
