I have installed Oracle 9i client on Windows 7 64 bit. The installation went successfully fine. I am using DSN to run my application, so after installation i tried to create DSN using Oracle ODBC but i could not find the one in the list.
Can any one help on the same as earliest.

You have to check "developer" option (name changes with every version and yours is very old) or the like during your installation.

Instead of Administrator version i have to install Developer version ??

Yes, Administrator part does not contain drivers (it contains administrative tools).
You can install it in addition to administrative version, no need to deinstall it before, there is no incompatibility between the two.

iirc 9i is 32-bit-only, so to administer the ODBC DSNs in 64-bit Windows you need to use the 32-bit ODBC Administrator in C:\windows\syswow64\odbcad32.exe, NOT the one in Control Panel, which only administers the 64-bit ODBC drivers.

The lowest supported version of any Oracle software on Windows 7 is 10.2.0.5, so good luck with getting 9i working. You should really be using 11.2.0.3, but if you need 9i for some other reason (like: your application only works with 9i) then you'll have to downgrade your Windows to a version on which 9i was supported.
