Hello - you need to be precise in the terminology. A listener does not run IN a database. Your question should be, "Can I start multiple listeners FOR a database?"
The answer is "yes", but why would you want to do this?

What exactly is the "transparent gateway"?
Between what is at each end of this "gateway"?
Why exactly do you need a new/different listener?

It would be helpful if you followed Posting Guidelines - http://www.orafaq.com/forum/t/88153/0/

Transparent Gateway Documentation

The Info you look for is in "Task 1: Configure Oracle Net Services TNS Listener for the Gateway"
