Hi,
There are two types of licences (per processor and named user plus).
name user plus also depends on number of processors (core) !
And for each processor there is a core factor:
http://www.oracle.com/corporate/contracts/library/processor-core-factor-table.pdf

Some processors are not found in the past sheet, how can I know the core factor -before contacting Oracle-?

To lower the cost is there new processors with low numbers of cores ?

Thanks in advance.

Ask Oracle itself, only IT can answer this question.
