I tried but unsuccessful same picture, row 21 same picture in my report not display same picture and that row display under row 20.
Now, i want to row 21 display same report template in picture.
How do i do?

Yes, i looking for same your report already post, but i set some property same You said as:
- set repeating frame's "Print Direction" property to "Down/Across"
- set repeating frame's "Maximum Records per Page" to 40

I see; basically, you always want to "draw" the whole table, but fill only existing records.
As far as I can tell, it isn't an easy task in Reports. There's no problem in displaying field's (row's) border lines, but - it is done only for displayed records (in your case, 3 of them). Now, thinking aloud. In order to create empty table cells, you'd have to UNION your query with a dummy one that would be used as a row generator and create up to 40 dummy records. These records should be easily distinguished (such as "ID = -999", "NAME = '$XXX$'" or similar non-existing values. Why? So that you could use conditional formatting and paint these values "white" (i.e. background color - if a paper is white, that would be white color). Report would then display these records, but they would be virtually invisible.
I have no idea whether it is actually a feasible solution. Maybe someone else has a far better idea; I can't think of anything else (I suppose pre-printed paper is not an option?).
