What is an idle privilege?

The default settings at Oracle installation are correct for most of the cases.

It depends if you use one or several accounts in dba group and why.

There is only one user having dba privileges & for logging into the database from the db server.
Rest of the user login from the app server.

But there are some users which are there on the db server(which are not part of dba group). So if the privilges are 777 then anyone can delete any files.
I want to know whether changing it to 755 will have any impact from the application point of view?
