A level zero incremental backup has to re-set the markers for changed blocks, does that give some insight?

ha.... its the answer which i needed. now it makes sense for me.
i thought that it is read during incremental 1 level only, but reset during incremental 0 level is essential - i forgot about it.

thanks John.
