When a person leaves for vacation he can set his vacation rules so that someone else could attend his worlflow notifications.
However if some one stops coming to work suddenly (lets say sick leave) without setting his vacation rules then no one can attend his notifications.
One way out is to have Workflow administrator go in and create his vacation rule in his absense. Only workflow administrator can do that.
1) What is the usual practice to handle this situation? Is there any other solution?
2) Can workflow administrator role be given to super users in Finance department or does that has to be in IT person?

By default SYSADMIN can create vacation rule for any user.
You can change this behaviour and can assing to either a user to a responsibility using Workflow Administrator web application responsibility.
