What is a "new indian rupee font"?

Did you correctly set NLS settings?

rupee foradian is the font to get new Indian rupee symbol. See the Image.
@ OP
What happened when you type
'`' {Just below Esc key on keyboard} and change the font to "rupee foradian" in your form.
(Hope you placed/Inserted Rupee_Foradian.TTF) into your /windows/fonts folder properly).

A tool can display a character only if it supports it. I bet Forms and Reports do not know it.
Your character should be in Unicode otherwise ms word could not be able to display it.
