Do NOT attach something post it inline as some of us can't or don't want to download files.
Use SQL*Plus and copy and paste your session, the WHOLE session including package creation.
Before, Please read OraFAQ Forum Guide, especially "How to format your post?" section.
Make sure that lines of code do not exceed 80 characters when you format.
Indent the code, use code tags and align the columns in result.
Use the "Preview Message" button to verify.
Also always post your Oracle version, with 4 decimals.
ORA-22289: cannot perform %s operation on an unopened file or LOB
*Cause: The file or LOB is not open for the required operation to be
performed.
*Action: Precede the current operation with a successful open operation
on the file or LOB.
ORA-22288: file or LOB operation %s failed\n%s
*Cause: The operation attempted on the file or LOB failed.
*Action: See the next error message in the error stack for more detailed
information. Also, verify that the file or LOB exists and that
the necessary privileges are set for the specified operation. If
the error still persists, report the error to the DBA.
