I have database installed on linux8.2 , but i don't know how to query to database. please tell me the solution. Can i access it through telnet.

You need a Oracle client installed on machine other than the db server. Or use some ODBC application which can query the database. Or you can telnet, ssh, rsh to db server, start SQL*Plus and issue your queries:
$telnet db_server
<db_server>$load_env_variables
<db_server>sqlplus /nolog
SQL>connect username/password
SQL>select sysdate from dual;
