I am not sure what is this I am running a proc from shell which is doing its job properly.

Check your ORACLE_HOME parameter.
Check your NLS* parameters.

ORA-21500: internal error code, arguments: [%s], [%s], [%s], [%s], [%s], [%s], [%s], [%s]
 *Cause:  This is the generic error number for the OCI
          environment (client-side) internal errors.  This indicates
          that the OCI environment has encountered an exceptional
          condition.

reminds me of an issue I had the other day - there was nothing in ORACLE_HOME\server\sqlplus\mesg directory. What about your system? Is there anything there?

Forgot to mention, set it as environment variable (so EXPORT), before you have to exit sqlplus and restart it after setting the variable.
Do you need the syntax?

And keep your lines in 80 characters width with code tags: split the lines.

Oracle Client Or Server Install?
Are you logged in as Oracle user or other user?
Most probably, you might not have correct execute permissions on
$ORACLE_HOME/nls/mesg/*.

are these actually in /opt/Common/...?
Are you sure you named the directory with a leading capital C? (it is rather uncommon to do so)

For SQL*Plus messages are in $ORACLE_HOME/sqlplus/mesg, SQL and PL/SQL messages are in $ORACLE_HOME/rdbms/mesg. Check them.

I have solved the problem :

$ORLACE_HOME/$ORLACE_HOME/nls Dir was missing. , when we give command "set serverout on " it access the OCI interface.

Solution I have copied nls/* in oracle home and its working fine now.

Thanks for your help

Note :- if you dont use serverout on , it will not give you any error messages ( set set all output messages off including verfiy off etc )

Its not Bogus LittleFoot.

Steps To Reproduce. ( On Linux)

1/ Rename $ORACLE_HOME/nsl to $ORACLE_HOME/nls_1
2/ log into server
3/ set Serverout on
4/ you should get the error.
